​​​The TUPE Grant Electronic Management System (GEMS) is the California Department​ of Education’s (CDE) web-based management system for TUPE grants. The goal of TUPE GEMS is to help facilitate the TUPE grant application and review process, as well​​ as to streamline program and fiscal reporting for these grants.
