​The TUPE Grant Electronic Management System (GEMS) is the California Department of Education’s (CDE) web-based management system for TUPE grants. The goal of TUPE GEMS is to help facilitate the TUPE grant application and review process, as well as to streamline program and fiscal reporting for these grants.
